In July 2025, Elmore executed a proactive, media-focused outreach campaign to elevate awareness of the Harris County Flood Control District’s Flood Warning System (FWS) and how it can be used to support informed decision-making during heavy rainfall and flood events. The effort was designed to ensure residents knew where to find reliable, real-time flood data and how to access it before they needed it.
The outreach took place during a period of heightened public attention around flooding following deadly events in Central Texas, underscoring the importance of awareness around existing local tools available to Harris County residents. The campaign focused on clearly explaining what the FWS is, how it works and the value of its real-time rainfall and water level data.
The primary goals of the campaign were to educate on and raise awareness of the tool to increase the number of people utilizing it. Elmore used earned media to show residents how to navigate the system, sign up for alerts and understand rainfall and water level information. Outreach emphasized that the FWS is locally operated, publicly accessible and built to deliver accurate, tailored, hyperlocal data — the same information used by the National Weather Service and local emergency management officials to inform critical weather alerts.
Our campaign objectives were to secure at least three earned media placements, resulting in a 5% increase in FWS alert sign-ups.
Elmore coordinated targeted media pitches, interviews and live demonstrations that translated technical information into practical guidance for everyday use. This hands-on approach allowed reporters and audiences to see the system in action, showcasing its real-time gage data, alert capabilities and ease of use.
These efforts secured meaningful media coverage, strengthened the Flood Control District’s position as a trusted source of flood information, drove tangible public action in the form of increased alert sign-ups and helped residents across Harris County make more informed decisions.
